Follow the wiki except edit the gameconfig in 2007 folder instead of the ob folder in the sourcesdk bin. In the sdk menu it should appear under Source 2007, not 2009. I was thinking about oc cash and I think it could be useful but changes would need to be made to how one receives cash. If somebody posts something useful or releases good material, people give them oc cash. Of course there would be limits and timers so people don't create a lot of different account...
