Mmh, what I dont understand is, in case of that is something broken at the backend with Valve, why are other servers with OC-Mod are viewable in the ingame server browser and the alternative web based server browser?

yes he can connect (in general) when i gave him my wan ip (he got a steam invalid user_id ticked and was kicked but afaik thats a separate problem) ingame I´m able to connect to the server, too.
