I have this error as well, it appears to have been caused by an update on the 19th, as friend of mine has not updated his Steam client in a while and has been able to play just fine.

I can confirm that I was able to join the server labeled (Steampipe), and the Russian servers seem to be updated.

Granted, but your internet provider decides to throttle your internet for no apparent reason every time you start broadcasting. I wish there were better arcades around in Houston. Especially ones with BlazBlue Continuum Shift and BeatMania IIDX Granted, but it's ran by greedy people and it costs $1...
