The KeyF0x map was an error to be included, as it is only to be used on the official server of Shana (their map info also states this).
Just use either oc_lobby or my improved version, oc_neolobby.

The mod never loaded? Make sure you have Source SDK 2007 and verify it, as well as all the games.
