The web-based server browser uses a different method - you'll need to install a plugin to get it to appear on the list. Changes to sv_lan require a map change to take effect. You have Valve to thank for that requirement.

You'll have to modify steam.inf as per this guide. Unfortunately, Valve broke something on their backend (yet again) so the server lists are empty for just about every Source-based mod out there.

Valve broke something on their backend again, but we have an alternate server browser available here.
