It attacks on sight. Then it usually takes a break and go walk around and starts attacking me like two minutes later.
That npc shouldnt be used in combat at all.

If hl2_episodic is set to 0, stalkers should always be violent to players (in 1.23, 1.22 doesn't have that feature).

You sould create a npc_stalker_attack, just a stalker that's more like the beta stalker

Valves changes to the stalker are small, the models animations are just too slow and lame.

There is no npc called npc_stalker_attack. He was just saying.
Hyper added the convar for this npc anyway, if hl2_episodic is set to 0 they will act like the beta stalkers.

I remember playing the Tim--Coop Mod (the first HL² Coop Mod) with its creator Tim, and he once spawned a Stalker that attacked the Players with the Console. Because theres no Ragdoll the Game crashed would have crashed if we attack it, but the Stalker moved around and shot Laser out of its feet (vcry buggy but funny).

Do you have info_nodes placed around? You could script them to be alerted with a trigger or something.
