did you forward your ports? that could be 1 of the problems :S

Go to Steam forums/support 'dedicated servers' section and look up the port ranges you will need.

Then google for 'port forwarding' + name/make of your router/modem.

select your router, then go on "Steam Server"

and you got a nice guide in how to do it

then you made something else wrong, if you followed that guide the port is forwared to 100%
